Responsibilities

This job is responsible for performing, under limited oversight, responsible and substantive administrative and/or technical work in support of the assigned Human Resources (HR) functions/programs. An incumbent typically serves as the only HR representative at an assigned entity and, based on size and/or unique location needs, functions with relative autonomy in determining priorities/deadlines in the absence of site-based HR management. Work involves intake of employee and/or labor relations concerns and an incumbent may provide triage response in order to mitigate the potential for the customer’s escalation of issues. Alternatively, an incumbent may be the only subject matter expert for a specific work stream.

Work also includes: 1) providing first-line HR support by assessing requests for information from employees, managers, applicants, and visitors and responding or providing accurate information related to a variety of human resources related matters, 2) informing staff of human resource policies and programs, as needed, and 3) keeping Human Resources management informed of events and developing issues. Depending on assignment, duties also include providing administrative support of a confidential nature to include preparation of documents/reports, reception/phones, mail distribution, supply/inventory maintenance, equipment ordering/repair, and assistance with new hire orientation and recruitment efforts.

Given the unique nature of the position, a calm demeanor, diplomacy and resourcefulness are required and an incumbent must be comfortable functioning independently and responding to unexpected circumstances. Key contacts and work assignments involve preserving the confidential nature of sensitive information and also require significant tact/diplomacy in maintaining positive internal/external relationships and responding appropriately to new/changing situations.

Work requires knowledge of HR standards, procedures and multiple contracts/agreements sufficient to recognize/apply the most appropriate course of action from among several possible alternatives and to exercise sound judgment in providing guidance and interpreting/explaining complex HR practices/requirements to managers, employees and/or the general public.
